High Voltage: Could supplying US critical minerals be risky business for our China exports?

The Federal Government’s flagship Future Made in Australia Act is an effort to fast-track mining of critical minerals – elements such as cobalt and lithium, essential to the green energy transition.

It’s an A$22.7 billion packaged aimed at making Australia “an indispensable part of the global economy” according to Treasurer Jim Chalmers.

About $7 billion of the Future Made funding will go to downstream refining and processing of the 31 critical minerals we have in deposits worth mining over the medium term.

Essentially, we’ll mine and supply critical minerals for, among other nations, America, which is increasingly integrating us into its plans to reduce reliance on China. The Asian superpower dominates critical minerals such as rare earths and lithium.

But it could get a bit awkward, because we might not be able to export our wealth of critical minerals to China if tensions between the US and China force us to pick a side.

And with around 97% of our lithium exported to China, that could hit hard.

Lithium exports earned A$11.7 billion in the first half of 2023 and has now overtaken liquefied natural gas (LNG) as Australia’s second-biggest export to China by revenue, behind iron ore.

Plus, if we align closely with the US on critical minerals, we don’t just risk losing our biggest customer, we might lose their investment in our mining projects.

To quality for US government green subsidies, Australian mining companies must ensure Chinese companies or funds hold less than 25% ownership.

If you look at world’s largest hard-rock lithium mine, Greenbushes in Western Australia, it’s just over that limit, 26% owned by China’s Tianqi Lithium Energy.

And if mining companies have to reassess their relationship with Chinese companies and entities, Chinese battery giants such as CATL and BYD that have partnerships or supply deals with Australian miners may respond by shifting their sourcing.

Critical Resources (ASX:CRR)

This lithium player has reported outstanding results from the current phase of metallurgical test work (bulk testing) on ore from the Mavis Lake project in Ontario, Canada.

Results have achieved a 30% increase in feed grade, and a 30% increase in lithia grades from 1% Li2O in sorter feed to 1.30% Li2O in sorter product.

Plus, iron was effectively reduced from 7.52% Fe2O3 in sorter feed to 0.49% Fe2O3 in sorter product.

The company says removing iron bearing minerals early in the beneficiation flowsheet, the performance of both dense medium separation (DMS) and flotation processes can be optimised.

This facilitates higher plant throughout rates, increased spodumene recoveries and an improved spodumene concentrate quality.

 

Solis Minerals (ASX:SLM)

A first pass geochemical program at the Cinto project in Peru has returned assays of up to 7.14% Cu with mineralisation mapped over a 200m x 100m area in historical workings associated with significant alteration and structural deformation.

I am most excited about the geochemical signature we are seeing which demonstrates that copper mineralisation is present with associated metals in very similar corresponding concentrations to the mineralisation present at the massive Toquepala deposit, potentially indicating that the mineralisation at surface is located in close proximity to a large porphyry system,” executive director Matthew Boyes said.

Drone magnetometer and follow-up geological mapping is now underway to guide drill permitting.

The company has also finalised an access agreement with local Carumbraya community at the Cinto Project and initiated systematic mapping and sampling of outcropping copper mineralisation.

 

Recharge Metals (ASX:REC)

Recharge Metals says a recent technical review by highly regarded geologist Dr Steve Beresford of its Brandy Hill South project in the WA has proposed a new model for copper mineralisation.

Previous exploration which returned results including 33m at 0.97% Cu from 59m, supports evidence of a porphyry copper system at Brandy Hill South, which is well preserved compared to similar deposits in WA.

The company has now engaged a contractor to carry out a small, low-cost orientation IP survey to trial its effectiveness at Brandy Hill South.

“Dr Steve Beresford’s technical review arose from our desire to put new eyes on Brandy Hill South while our recent focus was on critical and strategic minerals in North America,” MD Felicity Repacholi said.

“We are encouraged by Steve’s observations and findings, which has provided a relatively simple low-cost work program to advance the project. Copper is one of the key commodities in the global energy transition yet there are relatively few new projects which have emerged in recent times.

“Should exploration be successful, we anticipate substantial interest in Brandy Hill South going forward.”

 

Asra Minerals (ASX:ASR)

Managing director Rob Longley has resigned “to allow new management to take the company forward into its next phase.”

The company’s flagship Mt Stirling gold project in WA hosts +20 gold prospects and also shows significant potential for REE and critical minerals including scandium.

Asra also holds the Kookynie West project, a largely underexplored site showing gold, lithium and REE potential, along with two lithium-focused exploration projects in the southern Yilgarn area of WA at Lake Johnston and Lake Cowan, located in highly prospective ground between operating lithium mines at Earl Grey and Bald Hill.

“Rob is leaving the company in a strong position with a highly prospective exploration gold project, no debt, a well credentialled exploration team, and in a well-funded position,” executive chairman Paul Summers said.

“In addition to a large gold portfolio in the Goldfields, Asra also has the strategically located and valuable Tarmoola pastoral lease ownership at its disposal, to contribute to shareholders value and reduce further dilution.”

 

Hastings Technology Metals (ASX:HAS)

The company has secured a strategic investor in the world’s leading producer of rare earths permanent magnets, JL Mag Rare-Earth Co via its wholly-owned subsidiary JL Mag Green Tech (Hong Kong).

Hong Kong Stock Exchange listed JL Mag has a market capitalisation of HK$16.4 billion / A$3.1 billion and is the world’s number one producer of high-performance rare earth permanent magnets by volume and is also widely acknowledged as the world leader in the application of Grain Boundary Diffusion technology for magnets.

JL Mag will make a $7 million investment in Hastings (19.6 million shares at $0.36 per share) for a 9.8% stake.

Plus, JL Mag vice president Han Yu will join the board.

Hastings will use the investment proceeds to advance the flagship Yangibana rare earths project in WA towards production, of which 32% of total project cost has been completed.

“JL Mag’s position as the world’s number one producer of high-performance rare earths permanent magnets makes it a highly valued partner for Hastings as we move the Yangibana Rare Earths Project forward into production,” HAS executive chairman Charles Lew said.

“This year has seen significant cost reductions and improved economics at the Yangibana project.

“To be able to attract support from JL Mag is a strong vote of confidence in the management of Hastings and our long-term prospects.

“We will continue to advance the Yangibana Project into beneficiation process plant construction and production and create long-term value for our shareholders.”
