{"id":9882,"date":"2024-05-20T12:33:10","date_gmt":"2024-05-20T12:33:10","guid":{"rendered":"https:\/\/economicherald.net\/?p=9882"},"modified":"2024-05-20T12:33:10","modified_gmt":"2024-05-20T12:33:10","slug":"eliza-owen-what-the-federal-budget-fluffed-on-aussie-property","status":"publish","type":"post","link":"https:\/\/economicherald.net\/?p=9882","title":{"rendered":"Eliza Owen: What the Federal Budget fluffed on Aussie property"},"content":{"rendered":"<p>For a Federal Budget which promised to make housing one of its set pieces, Treasurer Jim Chalmers made three big \u2018misses\u2019 when it came to the Australian property sector on Tuesday last.<\/p>\n<p>CoreLogic\u2019s Eliza Owen considers what could have been\u2026<br \/>\n\u00a0<\/p>\n<h2>What did the Budget miss on Housing?<\/h2>\n<p>\u00a0<\/p>\n<h2>1. Commonwealth Rental Assistance<\/h2>\n<p>Well, according to Eliza, the Budget failed to optimise CRA payments by making them better targeted.<\/p>\n<p>She says even the productivity commission noted (albeit before rent values boomed) that 28% of CRA recipients would\u2019ve avoided housing stress without the payment, and 27% of recipients were in the top 60% of household incomes.<\/p>\n<p>\u201cCRA payments <a href=\"https:\/\/www.servicesaustralia.gov.au\/how-much-rent-assistance-you-can-get?context=22206\">vary depending on circumstance<\/a>, but the maximum rate of around $125 per week means the biggest increase under the Budget will be $12.50 per week. As noted in our Budget analysis last year, CRA increases offered by the government are\u00a0<a href=\"https:\/\/www.corelogic.com.au\/news-research\/news\/2023\/labors-fresh-take-on-housing,-but-could-the-budget-go-further\">very modest in dollar terms compared to actual rent increases<\/a>\u00a0in the private rental market.<\/p>\n<p>\u201cThe pic below shows the maximum proposed 2024-25 increase to weekly CRA, against actual rent increases at the median and 25th percentile rent value across Australia in the year to April 2024.\u201d<\/p>\n\n<p>\u201cA broad-based boost to CRA for those already receiving it is a pretty efficient way to ensure those in more vulnerable positions in the private rental sector can remain a little more competitive in the private rental market. But optimising the payment means more funding could be allocated to those who really need it,\u201d Eliza says.<\/p>\n<p>\u00a0<\/p>\n<h2>2. Construction capacity<\/h2>\n<p>Australia\u2019s construction sector is a bit of a mess. It\u2019s \u201coverheated\u201d is how Eliza puts it \u2013 there\u2019s too many projects stuck in the pipeline, and not enough feasibly-priced labour and materials to deliver them.<\/p>\n<p>The Cordell Construction Cost Index shows new house build costs are up 27.6% since the pandemic through to March 2024, and the new dwelling purchase component of CPI is up 36.1% in the same period.<\/p>\n<p>\u201cOur construction sector is so woefully stretched, we are unable to deliver homes at historic average volumes, let alone a stretch target of 1.2 million homes in a five-year period.\u201d<\/p>\n\n<p>Project delays across both private and\u00a0government-led housing projects are leading to a pile-up of potential supply<\/p>\n<p>\u201cThe number of dwellings approved but not yet completed was 260,000 at the end of last year, which is actually higher than the annual accord target,\u201d Eliza says.<\/p>\n<p>\u00a0<\/p>\n\n<p>\u201cWhile lining up new projects to boost supply is well meaning, federal and state governments might be better off letting approvals continue to unwind in the short term amid high interest rates, so that cost pressures start to ease and the construction industry can focus on delivering the pipeline.\u201d<\/p>\n<p>This already seems to be working, she says, with ABS producer price indexes now showing a reduction in the cost of steel inputs for residential construction, and the new homes component of CPI slowing to 1.1% growth in the March quarter, down from 5.7% in the March 2022 quarter.<\/p>\n<p>\u201cIn the meantime, governments should focus on boosting the productive capacity of the construction workforce.\u201d<\/p>\n<p>Eliza says that one way to reduce cost pressures is to beef up the construction workforce.<\/p>\n<p>The Budget actually outlined around $91 million in training to do this, including:<\/p>\n<p>$62.4 million for 15,000 fee-free training places at TAFE and VET vocational colleges<br \/>\n$26.4 million for 5,000 pre-apprenticeship places<br \/>\n$1.8 million to fast-track skills assessment for 1,900 migrants<\/p>\n<p>\u201cThis could add to labour supply to the tune of 22,000 workers, representing 1.7% growth in an industry where employment had an average quarterly increase of 0.7% over the past decade.\u201d<\/p>\n<p>But for now it\u2019s just not clear when the new workers might be added, with those just starting their training certificates\/apprenticeships, potentially taking years to actually be qualified.<\/p>\n<p>According to the legends at the Grattan Institute, a quicker way to boost productive capacity could be to focus more on already qualified migrant labour.<\/p>\n<p><a href=\"https:\/\/grattan.edu.au\/news\/migration-could-help-fix-housing-crisis\">\u201cReduced levies for businesses to take on overseas migrant workers, and streamlining skills recognition<\/a> are important structural reforms that need to be made across a range of sectors, but especially construction at the moment,\u201d the Grattan noted earlier this year.<\/p>\n<p>Meanwhile Owen says while it\u2019s great that lifting the participation rate of women in construction has been a focus for this Budget (she highlights the <a href=\"https:\/\/ministers.pmc.gov.au\/gallagher\/2024\/budget-works-women#:~:text=A%20gender%20equal%20workforce%20for%20a%20future%20made%20in%20Australia&amp;text=%2455.6%20million%20over%20four%20years,drive%20change%20in%20workplace%20cultures.\">Building Women\u2019s Careers program<\/a>), the low starting base is alarm-bell-worthy at a disconcertingly low 14% of total construction employment in Australia.<\/p>\n<p>\u201cAside from labour, investing in research and innovation in construction processes would also help to boost productivity. Investment that helps to scale modular builds, and embracing technologies that can further streamline design processes are some examples.\u201d<br \/>\n\u00a0<\/p>\n<h2>3. Demand<\/h2>\n<p>Aside from a more targeted, sustainable level of migration, this Budget missed an opportunity to shape housing demand, Eliza says.<\/p>\n<p>\u201cBold tax reform on housing has the potential to increase government revenue, and shape housing demand so that our existing housing stock is used more fairly and efficiently, at a time when new supply is challenging to deliver.<\/p>\n<p>\u201cIn some ways, demand for existing housing stock is increasingly inefficient among some cohorts. In previous analysis we have noted that the portion of two-person family households in dwellings with four or more bedrooms was <a href=\"https:\/\/www.corelogic.com.au\/news-research\/news\/2022\/the-first-home-buyer-choice-nsw-first-home-buyers-miss-out-on-key-stamp-duty-reform-efficiencies\">rising over time<\/a>.<\/p>\n<p>\u201cWorking with state and territory governments to introduce land tax as a replacement for stamp duty, or factoring in the family home as an asset in the aged pension test, are examples of policies that can shape the amount of housing demanded.\u201d<\/p>\n<p>Eliza believes there\u2019s room to modify the way we tax assets like housing.<\/p>\n<p>Westpac\u2019s Luci Ellis, reckons a redesign of capital gains tax, which could be constantly discounted by the <a href=\"https:\/\/www.westpaciq.com.au\/economics\/2023\/12\/lucis-note-13-dec-2023\">long-term inflation target to reduce market distortion<\/a>. While the Westpac chief economist didn\u2019t specify this being applied to housing, Eliza says that replacing the \u201cgenerous\u201d 50% discount on housing investments after a year could reduce short-term resales of investment property that are prompted by short-term capital gain windfalls, increasing stability of tenure for renters.<\/p>\n<p>\u201cLike many before it, this Budget misses an opportunity to make meaningful changes that could make a fairer and more efficient housing system in the long term.\u201d<\/p>\n<p>\u00a0<\/p>\n<h2>But here\u2019s what the Budget did get right<\/h2>\n<p>Increases in housing and rental costs since the pandemic have been especially hard on low income households, says Eliza.<\/p>\n<p>\u201cThe decline of social housing over time has worn down the buffer between the private rental market and insecure housing, so when rents are rising <a href=\"https:\/\/www.corelogic.com.au\/news-research\/news\/2024\/rent-growth-picked-up-in-the-start-of-2024,-taking-rents-to-new-record-highs\">as strongly as they are now<\/a>, vacancies are low and demand is high, it\u2019s low income renters who are increasingly vulnerable.\u201d<\/p>\n<p>And the worst off have copped it hardest.<\/p>\n<p>According to research by ANZ and CoreLogic, examining the rent to income ratio over the past four years, it\u2019s clearly the low-income end of the spectrum which has seen the biggest increase<\/p>\n<p>\u00a0<\/p>\n\n<p>\u00a0<\/p>\n<p>\u201cThe Budget has allocated funding to where it is urgently needed: crisis accommodation, social and affordable housing funding, and a boost to rental assistance for renters receiving other social assistance payments.\u201d<\/p>\n<p>Housing initiatives in the Budget included:<\/p>\n<p>An additional $423.1 million for the National Housing and Homelessness Agreement (taking total funding to $9.3 billion over five years) to deliver public housing and homelessness strategies. This also includes a doubling in funding for homelessness services at $400 million per year to be matched by the states and territories.<br \/>\nA second-consecutive increase to Commonwealth Rental Assistance (CRA).
